New-build in Benidorm and Villajoyosa: what you can check before you reserve

This site explains how new-build works on the Costa Blanca: what is being built in each area, which papers you can require from a developer before you sign anything, and who answers for the contract. SAVO is developing a building in Villajoyosa that today exists as a design, and every image here says so.

What exists today: the design

Ten 3D visualisations of the building SAVO has designed in Villajoyosa. None of them is a photograph, and each one says so underneath. On the Costa Blanca, telling those two apart is the first skill worth having.

Five questions that come before anyone looks at a flat

    Can I buy in SAVO's Villajoyosa building today?

    No. What exists today is the design: the visualisations of the building beside the bay and the master plan with the pool, the padel court and the planted walkways. There is no published price and no start-of-sales date, and we will not publish either until there is one.

  2. 02

    Then what is this site for?

    For the stage at which almost nobody helps you: while you are still choosing. It sets out how the Benidorm market is laid out by area, how Villajoyosa differs, which documents any developer has to show you before you reserve, and how to check the company that signs.

  3. 03

    Who is behind these pages?

    SAVO, an investment and development group building in Spain, Lithuania and Ukraine. European contracts are signed by UAB Savo investicija, company code 304499183, VAT LT100011304015, entered in the Lithuanian Register of Legal Entities. Both numbers can be looked up without asking us.

  4. 04

    Are the images photographs of the building?

    None of them. Every image of the Spanish project is a 3D visualisation and carries that word underneath, in the language of the page. A render shows design intent: materials, planting, furniture and views can differ in the finished building.

    Will somebody ring me if I write?

    The person who handles the Spanish market will answer you in writing, and will tell you what there is — including when the answer is that nothing has been decided yet. We have no price list to send you.

How a new-build purchase moves, step by step

  1. Before the reservation

    You look at the land and the paperwork, not the render: the planning classification of the plot, the building licence, who the developer is and which company signs. All of that is public or has to be handed to you, and it is what decides whether the building will come to exist.

  2. The reservation contract

    It fixes the home and the deadline for signing the private contract, and almost always involves handing over money. Before that payment it is worth knowing where it goes: in new-build, money paid on account must sit in a special account and be covered by a bond or insurance.

  3. The private contract and the works

    This is where the specification, the floor area, the participation quota and the payment schedule appear. During construction a buyer is entitled to know what stage the thing he bought has reached, and the developer is expected to prove it with certificates rather than loose photographs.

  4. Handover and deed

    The first-occupation licence is what turns a finished building into a home that may be lived in and registered. Then come the handover record with the defects written down, the deed before a notary and the entry in the Land Registry.

Why this site does not show you flats

Because nothing has been built in Villajoyosa and nothing is for sale. A page headed «buy a flat» with a list of homes would be the promise of a house that does not exist. We would rather serve the same search one step earlier, where what is needed is judgement rather than a catalogue.

The plan before the price

The master plan says what is communal and what is private. It is public before any price is, which is why it is published first.

Questions about new-build on the Costa Blanca

  1. 01

    Which papers can I require before handing over money?

    The building licence, the identity and registry details of the developer, the specification, the dimensioned plan of the home with its floor area, and the guarantee over money paid on account. If one of those documents «isn't ready yet», that is itself an answer about the stage the project is at.

  2. 02

    Is buying off-plan dearer than buying finished?

    It is not a question of price but of risk and timing, and every development has its own. What always changes is the order: off-plan you pay in stages against a guarantee, and in a finished building you pay against a home you can walk through.

  3. 03

    What taxes are there on a new home?

    A new-build home is taxed with VAT plus stamp duty, not with the transfer tax that applies to resale. The rates are set by the moment and by the autonomous community, so the number is confirmed by your adviser rather than by a web page.

  4. 04

    Can I buy as a foreigner?

    Yes, and on the Costa Blanca it is the norm. What changes is the paperwork rather than the price: you will need an NIE, a Spanish account for the payments and, if you will not be present, a power of attorney. The notary and the registry work the same for everyone.

  5. 05

    Benidorm or Villajoyosa?

    Two markets side by side and quite different: Benidorm is a vertical city with services all year and far more stock; Villajoyosa is the old centre of a fishing town with much less new-build. The area guide compares them without recommending one.

  6. 06

    When will SAVO's project go on sale?

    No date has been announced. When there is one it will appear here with the conditions in writing; until then we publish neither prices nor deadlines, because they have not been decided.
